Kat Duffy is the Senior Fellow for Digital Cyberspace Policy for the Council on Foreign Relations (CFR). She is also the CEO of RightsDuff Strategies, a consultancy for governments and NGOs that focuses on social responsibility and development strategies in a way that synergizes civil society and emerging technology.

Elaine C. Kamarck is the Senior Fellow in Governance Studies and Founding Director of the Center for Effective Public Management for the Brookings Institution. Her areas of expertise include journalism and U.S. government and politics with particular focus on American presidential campaigns. Previously, she has served in four presidential campaigns, both democratic and republican.
