IPED Lecture : The crisis in Eastern DRC and its reverberations across the Great Lakes Region and Africa

Denis Owiny is a Global Politics and Security Professional with a diverse background,
focusing on U.S.-Africa relations, democracy, governance, political violence, Islamist extremism,
conflict prevention, and peacebuilding. His professional journey includes roles in teaching,
government, and think tanks, having served at St Joseph College Layibi as an English
Language teacher, the Parliament of Uganda as an Assistant Editor of Hansard, the Center for
Strategic and International Studies; Africa Program as a Research Intern, and the Uganda
National Academy of Sciences where he currently serves as Director of External Relations and
Stakeholder Outreach. Denis holds an M.S. in Foreign Service from Georgetown University, a
Postgraduate Diploma in Public Administration and Management from Uganda Management
Institute, and a B.A. in Education from Gulu University. Denis is passionate about climate
change advocacy, evidenced by his attendance at COP28 in Dubai, where he focused on
climate finance for adaptation in sub-Saharan Africa. Denis’s research spans Great Power
Competition, violent extremism, democratic governance, and the U.S. extra-regional hegemony.
